Frustrations
I guess it is also called "growing pain". Peter is old enough to have all kinds of intentions now, and he is so curious about everything. Unfortunately he is not able to verbalize most of them. The result, is that he becomes so frustrated sometimes. It must be very hard, imagine all of a sudden one adult can not talk or communicate with this tempting world. No wonder sometimes he can suddenly throw a tantrum. My theory: being a toddler without the ability to fully express himself is tough, therefore it is understandable that he is very troublesome.
